Access to cash in gaming venues

There are restrictions on how cash can be accessed at gaming venues. This includes cash withdrawal limits for patrons.

These restrictions are in place to:

  • minimise harm
  • provide patrons with an opportunity to take a gaming break.

For gaming venues located on a racecourse, restrictions depend on where the cash is accessed. If it's within:

  • the gaming machine area (GMA) and
  • 50 metres from each entrance to it,

cash can only be withdrawn from an EFTPOS facility that follows the details set out in the EFTPOS section below.

For gaming venues not located on a racecourse, cash may only be withdrawn from:

  • automatic teller machines (ATMs) approved by the VGCCC, or
  • EFTPOS facilities as per the section below.

ATMs

ATMs are not permitted in gaming venues unless approved by us.

Venue operators who want an ATM in their gaming venue must apply using the Approval to provide an ATM in an approved gaming venue form.

EFTPOS

Venue operators must ensure that their EFTPOS facilities do not allow cash withdrawals of:

  • more than $200 per transaction on any credit or debit card
  • more than $500 from any credit or debit card within 24 hours
  • any amount from a credit account.

Venue operators must also ensure cash cannot be withdrawn from an EFTPOS facility unless it's operated by an employee.

Victorian Gambling and Casino Control Commission rules state that an EFTPOS device or ATM must not be accessible for withdrawing cash within the GMA by any person.

Cheque cashing services

The promotion or operation of cheque-cashing services is banned. This applies to any person in gaming venues, including venue operators or a third party.

Gaming venue property can include:

  • nearby land owned or leased by the venue operator
  • the venue’s car park area.
