The Melbourne Casino is the only casino in Victoria licensed under the Casino Control Act 1991(opens in a new window). Currently operated by Crown Melbourne Limited, it can be found within the Crown Complex in Southbank.
Casino operator requirements
The casino operator (licence holder) must comply with all legal requirements. The operator must:
- get approval for new business associates
- make sure relevant employees hold a current Casino special employee (CSE) licence
- implement a Responsible Gambling Code of Conduct(opens in a new window) that complies with the Ministerial Direction (PDF, 470.79 KB)
- follow all approved internal controls and systems
- not allow gambling on gaming machines unless accessed via a player card that is linked to precommitment
- ensure Australian residents gambling on gaming machines set a net loss and time limit.

How we regulate the Casino
We have a wide range of powers to regulate the Melbourne Casino, including 24/7 onsite inspectors. We also regulate by:
- assessing applications for approval of associates
- assessing applications for a CSE licence
- monitoring and auditing internal systems
- working with AUSTRAC (Australian Transaction Reports and Analysis Centre) and Victoria Police
- approving new games, rules, and equipment
- monitoring the suitability of the casino operator.
