An organisation conducting a raffle, selling lucky envelopes, hosting a fundraising event or running a bingo session must be registered as a community or charitable organisation.
To be declared as a community or charitable organisation, the organisation must be conducted in good faith for:
- a philanthropic or benevolent purpose
- the purpose of a sporting or recreational club
- the purpose of a political party.

Community and charitable gaming activities that may be conducted by a declared community or charitable organisation
An organisation must be declared by the VGCCC as a community or charitable organisation and apply for a community and charitable gaming permit if they intend to:
- sell lucky envelopes(opens in a new window)
- conduct a fundraising event(opens in a new window)
- conduct a raffle (opens in a new window)where the prize value is $20,00 or more
- conduct a session of bingo(opens in a new window) to raise funds.
A raffle permit may also be required to conduct a raffle if the prize value is below $20,000 where the declared organisation cannot meet certain conditions. Further information is provided on the Raffle permit requirements page.
Amendment to Minor Gaming Permit
Holders of community and charitable gaming permits can amend raffles, lucky envelopes and fundraising events.
You can amend the permit if you need to change conditions such as the prizes, date of ticket sales, location, date or time of the draw. You must obtain approval from the VGCCC by completing the Amendment to a minor gaming permit application form. In relation to a raffle, you cannot start the draw until these amendments have been approved.

Appoint a nominee
Declared community or charitable organisations must appoint a nominee when they lodge their minor gaming permit application.
If the nominee changes, the organisation must notify us as soon as the change occurs. They must also appoint a new nominee within 7 days.
