Organisations holding a Gambling industry licence must have a Responsible Gambling Code of Conduct (Code). This is compulsory under the Gambling Regulation Act 2003 (the Act).
Gaming venue operators must also have a self-exclusion program (SEP) in place. There are a number of resources available to assist you and ensure you comply with legislation.

Licence holders and Responsible Gambling Code of Conduct
The below licence holders must follow a Code of Conduct:
- venue operators
- public lottery licensees
- Keno licensees
- wagering and betting licensees
- commercial raffle organisers
- bingo centre operators
- casino operators, and
- registered bookmakers.
Code of Conduct for licence holders (excluding venue operators)
A Code of Conduct must be compliant with the Ministerial Direction: Responsible Gambling Codes of Conduct including the specification of the steps the operator will take.
Code of Conduct for venue operators
A venue operator's Code of Conduct must be compliant with the Ministerial Direction: Responsible Gambling Codes of Conduct for Venue Operators, including the specification of the steps the operator will take.
Code of Conduct for the Casino
A Code of Conduct put in place by the casino operator must:
- meet standards and requirements
- include information from the Ministerial Direction: Responsible Code of Conduct: Casino operator.
Codes of Conduct
Industry representative associations (or Code administrators) have developed Venue Codes of Conduct(opens in a new window). Licence holders may choose to adopt one of these codes.
To adopt a Code of Conduct, complete the statement of adoption form.
