Sports controlling bodies

Sports Controlling Bodies (SCBs) are the approved sporting organisations for a sports betting event. They oversee betting activities for the sport they control and regulate.

Becoming a SCB facilitates the sharing of information with wagering service providers (WSPs). SCBs enter into agreements called Product Fee and Integrity Agreements (PFIAs). These agreements enable information sharing between the SCB and WSP to protect the integrity of the sport.

It also enables the sport to control types of betting that can occur, allowing an SCB to ban high-risk betting markets.

The financial return in these agreements is intended to fund integrity processes. This promotes confidence in the sport and associated betting activities.

SCB applications

To become an SCB, organisations must show that they:

  • can control, organise and manage the event
  • have policies to support the integrity of the event
  • follow international conventions on integrity in their sport
  • have the resources to manage the integrity system
  • have clear rules on sharing information with the betting market
  • are transparent about event results, appeals and protests
  • collaborate with WSPs about suspicious betting and trends.

SCB regulations

The Gambling Regulation Act 2003(opens in a new window) (the Act) outlines the obligations of an SCB, and the Victorian Gambling and Casino Control Commission's (VGCCC) role in overseeing them. This legal instrument shows the importance of sports betting integrity and ensures SCBs are upholding processes.

The VGCCC's management of SCBs includes:

  • monitoring how SCBs follow obligations (in Part 5 of the Act)
  • evaluating the SCB to ensure its continued suitability and the adequacy of its integrity measures.
  • assessing investigations of incidents and breaches by the SCB
  • SCB annual reporting of changes to integrity systems, like:
    • training requirements
    • changes to personnel
    • codes of conduct
    • other integrity-related matters.

Reporting for SCBs

SCBs must notify us about:

  • Product Fee and Integrity Agreements (PFIA) with WSPs
  • changes to integrity policies, rules, and codes of conduct
  • changes to integrity expertise or resources
  • suspected or actual breach of policies, rules or codes of conduct
  • action taken to investigate a suspected or actual breach
  • the results of an investigation, and any action taken.
