Conducting a fundraising event
The only organisations who may conduct a fundraising event are a community or charitable organisation declared by the Victorian Gambling and Casino Control Commission (VGCCC).

A fundraising event is a function to raise money by playing casino-type games. It can only be conducted by organisations that we have declared as a community or charitable organisation.
Entry to the function allows people to ‘play’ money or chips to participate in the games. These ‘play’ money or chips cannot be converted into cash at the end of the function.
Minor gaming permit conditions
If a minor gaming permit for the fundraising event is granted, the following conditions will be attached:
- the permit and conditions must be displayed at the main entrance
- events can only happen at the time and place stated in the permit
- games played at the event must be those stated in the permit
- games must be played as detailed in the rules
- the nominee must act as event supervisor (supervisor duties ensure all game rules are followed and disputes are resolved)
- the games must only be played using 'play' money
- each player must be allocated 'play' money, converted at the same dollar value as all other players
- chips or tokens must only be purchased with 'play' money
- 'play' money, chips or tokens can't be converted to cash or prizes
- no prizes can be awarded as a result of playing illegal games
- if the event allows players to bid for auction items using 'play' money, the items cannot include money
- (except where the money is part of an item including travel, accommodation, or both, and the value of the money assigned does not exceed 10% of the item's total value)
- after the event, the permit holder must send us a statement within 28 days detailing all receipts and expenditure.
Applying for a permit

Appointing a nominee
Declared community or charitable organisations must appoint a nominee when they lodge their minor gaming permit application.
If the nominee changes, the organisation must notify us as soon as the change occurs. They must also appoint a new nominee within 7 days.

Amending a minor gaming permit
Changes can be made to the conditions of your fundraising permit if you intend to amend the following:
- games to be played,
- day, and/or
- time.
You must lodge an application to amend the minor gaming permit and provide:
- details of the change required
- reasons for the change, and
- the applicable fee.
The amendment is not in effect until approved by us.

Surrendering a minor gaming permit
If a community or charitable organisation no longer needs their permit, they will need to notify us in writing.
They will need to include their reasons for cancelling the permit.
*Note: a community or charitable organisation must not cease the gaming activity without prior consent from us.
