2025
On 19 July 2021, the Commission made a decision in relation to an application under section 3.4.17(1)(b) of the Gambling Regulation Act 2003 by Jayeesar Pty Ltd (Venue Operator) to amend its venue operator's licence to vary the number of electronic gaming machines permitted at the approved premises, the Robin Hood Hotel, located at 33 Peel Street North, Ballarat, from twenty (20) to twenty-eight (28). The Commission refused the application. On 16 August 2021, the Commission provided reasons for its decision. The Venue Operator sought a review of the Original Decision at the Victorian Civil and Administrative Tribunal (Tribunal). On 24 November 2021, the Tribunal set aside the Original Decision and granted the application to vary the Applicant’s Venue Operator’s Licence subject to conditions (Tribunal Order).
First Extension Request
On 7 November 2024, the Commission received an application from the Venue Operator for an extension of time to complete Works at the Premises from 7 November 2024 to 14 February 2025.
On 8 October 2024, the Commission determined to amend the Tribunal Order conditions to:- Extend the time for completion of the works until 14 February 2025 (the Completion Date); and
- Allow a further right to seek an extension of time, provided that the request is made 30 days before the Completion Date.
- Vary the scope of the works.
- In all other respects, the conditions attached to the approval in the Tribunal Order remain unchanged.
Second Extension Request
On 5 December 2024, the Commission received an application from the Venue Operator for an extension of time to complete Works at the Premises from 14 February 2025 to 21 March 2025.
On 24 January 2025, the Commission determined to amend the Tribunal Order conditions to:- Extend the time for completion of the works until 21 March 2025 (the Completion Date); and
- Allow a further right to seek an extension of time, provided that the request is made 30 days before the Completion Date.
Third Extension Request
On 21 February 2025, the Commission received an application from the Venue Operator for an extension of time to complete Works at the Premises from 21 March 2025 to 11 April 2025.
On 19 March 2025, the Commission determined to amend the Tribunal Order conditions to:- Extend the time for completion of the works until 11 April (the Completion Date); and
- Allow a further right to seek an extension of time, provided that the request is made 30 days before the Completion Date.
On 13 January 2025, the Commission took disciplinary action against the bookmaker registration holders Rodney Allen Cleary, Louise Ellen Cleary, Timothy Allen Cleary and Kate Louise Cleary, trading as bookmaking partnership VicBet.
The Commission has imposed two separate fines of $50,000 and $80,000.

VicBet Decision and Reasons(opens in a new window)PDF 261.17 KBOn 23 December 2024, the Commission determined to grant two applications made by Morwell Bowling Club Recreation Centre Inc, subject to conditions. The applications were for variation of approval of the premises known as Morwell Bowling Club located at 52 Hazelwood Road, Morwell pursuant to section 3.3.11 of the Gambling Regulation Act 2003 (Vic) and approval of a modification of a gaming machine area, pursuant to section 3.3.16 of the Gambling Regulation Act 2003 (Vic).
The Commission also exercised its discretion to impose amendments to the venue operator’s licence in accordance with the conditions in Appendix A of the decision, pursuant to sections 3.4.17(4)(b) and 3.4.20 of the Gambling Regulation Act 2003 (Vic).
The reasons for the decision were finalised on 14 January 2025.

Premises Approval - Morwell Bowling Club Recreation Centre Inc(opens in a new window)PDF 237.77 KBOn 25 October 2024, the Commission determined to grant two applications made by Malvern Gateway Pty Ltd, subject to conditions (decision).
The applications were for variation of approval of the premises known as the Angel Tavern located at 641 Dandenong Road, Malvern pursuant to section 3.3.11 of the Gambling Regulation Act 2003 (Vic) and approval of a modification of a gaming machine area, pursuant to section 3.3.16.You can download a copy of the Commission’s decision and reasons for decision below.
Variation of premises approval and modification application - Decision and reasons(opens in a new window)PDF 2.53 MBOn 22 March 2024, the Commission determined to grant an application under section 3.4.17(1)(b) of the Gambling Regulation Act 2003 by Doxa Community Club Incorporated to increase the number of electronic gaming machines permitted at the approved premises, Clocks at Flinders Street Station, located at Shop 17, Flinders Street Railway Station, Melbourne from one-hundred (100) to one-hundred and five (105).
The Commission determined to grant the application subject to the conditions set out at Appendix B of the decision and reasons for decision. The reasons for decision and a corrigendum were issued on 4 April 2024.

EGM Increase - Clocks at Flinders Street(opens in a new window)PDF 496.6 KBOn 21 June 2024, the Commission refused an application by the Romsey Football Netball Club Inc. for approval of the premises, the Romsey Community Hotel at 90 Main Street, Romsey, VIC as suitable for gaming with fifty (50) electronic gaming machines. The refusal was made under section 3.3.8(1) of the Gambling Regulation Act 2003.
A statement of reasons for decision was issued on 18 July 2024.

EGM application - Romsey Football Netball Club Inc.(opens in a new window)PDF 692.61 KBOn 19 July 2024, the Commission determined to grant an application made under section 3.3.4(1) of the Gambling Regulation Act 2003 (Vic) for approval of the premises known as the Huntly Hotel, located at 592 Midland Highway, Huntly, Victoria 3551 as suitable for gaming with forty (40) electronic gaming machines.
The Commission granted the application subject to the conditions set out at Appendix B of the decision.

Premises approval - Huntly Hotel(opens in a new window)PDF 460.72 KBOn 6 November 2024, the Commission determined to grant an application under section 3.4.17(1)(b) of the Gambling Regulation Act 2003 by A.P.D Group Pty Ltd to increase the number of electronic gaming machines permitted at the approved premises, the Valley Inn Hotel, located at 120 Fyans Street, South Geelong, from 29 to 44.
The Commission determined to grant the application subject to the conditions set out at Appendix C of the decision and reasons for decision.
