EGM increase - Sporting Legends Club Inc - Sporting Legends Club

On 23 December 2015 the Commission handed down its decision concerning an application by Sporting Legends Club Inc to amend its venue operator's licence to vary the number of electronic gaming machines from 74 to 80 at the Sporting Legends Club, 233 York Street, Sale.

The Commission has determined to refuse the application.

EGM increase - Minus Pty Ltd - Diamond Creek Tavern

On 2 November 2015, the Commission handed down its Decision concerning an application from Minus Pty Ltd. to amend their venue operator's licence to vary the number of electronic gaming machines at the Diamond Creek Tavern from 40 to 50.

The Commission determined to grant the application, subject to the condition outlined at paragraph 108 of the reasons for decision.

EGM increase - Yarraville Club Inc - Yarraville Club

On 28 October 2015, the Commission handed down its decision on an application by the Yarraville Club Inc to amend its venue operator's licence to vary the number of electronic gaming machines at the Yarraville Club, 135 Stephen Street, Yarraville from 78 to 103.

The Commission has determined to grant the application, subject to the condition outlined in paragraph 109 of the reasons for decision.

EGM increase - Glenroy RSL Sub-Branch Inc - Glenroy RSL

On 22 October 2015, the Commission handed down its decision concerning an application from Glenroy RSL Sub-Branch Inc. to amend their venue operator's licence to vary the number of electronic gaming machines at the Glenroy RSL from 40 to 50.

The Commission determined to grant the application, subject to the conditions outlined at paragraph 110 of the reasons for decision.

Gaming decision - appeal of decision - French-Australian Chamber of Commerce and Industry

On 29 September 2015, the Commission handed down its decision in respect of an appeal against a decision of a delegate of the Commission to refuse the French-Australian Chamber of Commerce and Industry's application to be declared a community or charitable organisation.

The Commission determined to confirm the decision of the delegate.

EGM increase - CJSV Nominees Pty Ltd - West Waters Hotel

On 1 September 2015 the Commission handed down its decision concerning an application from CJSV Nominees Pty Ltd to amend their venue operator licence to vary the number of electronic gaming machines from 80 to 90 at the West Waters Hotel, 10-20 Lake Street, Caroline Springs.

The Commission has determined to grant the application, subject to the conditions outlined at paragraph 92 of the reasons for decision.

EGM increase - Richmond Football Club Ltd - Wantirna Club

On 24 July 2015, the Commission handed down its decision concerning an application by Richmond Football Club Limited to amend its venue operator's licence to increase the number of electronic gaming machines from 87 to 97 at the Wantirna Club, 250 Stud Road, Wantirna.

The Commission has determined to grant the application, subject to the conditions relating to community contributions and works, outlined at paragraph 107 of the reasons for decision.

On 12 September 2016, the Commission subsequently granted an application by the Richmond Football Club Ltd to amend the conditions that are outlined in the above decision. In particular, the Commission granted an extension to 31 December 2016 for the substantial completion of works at the Wantirna Club.

Appeal - Newlands Arm Residents and Ratepayers Association

On 23 June 2015, the Commission handed down a decision granting an appeal and declaring the Newlands Arm Residents and Ratepayers Association (NARRA) a community or charitable organisation pursuant to s8.3.5 of the Gambling Regulation Act 2003.

The Commission has determined to grant the appeal.

EGM increase - Deer Park Club Inc - The Deer Park Club

On 9 June 2015 the Commission handed down its decision to grant an application by Deer Park Club Inc for amendment of its venue operator's licence to vary the number of electronic gaming machines at the approved premises, The Deer Park Club, 780 Ballarat Road, Deer Park, from 68 to 80.

The application be granted subject to the conditions in paragraph 81 of the reasons.

On 13 April 2017, the Commission subsequently granted an application by Deer Park Club Inc to amend the conditions that are outlined in the above decision. In particular, the Commission granted an extension to 30 June 2017 for the substantial completion of Stage One Works and an extension to 31 March 2018 for the substantial completion of Stage Two Works at the Deer Park Club. 

EGM increase - Zagame's Berwick Springs Hotel Pty Ltd - Berwick Springs Hotel

On 15 May 2015, the Commission granted an application by Zagame's Berwick Springs Hotel Pty Ltd to increase the number of electronic gaming machines at its venue from 85 to 95.

The Commission has determined to grant the application subject to the conditions in paragraph 62 of the reasons for decisions.

EGM increase - Supreme Tanti Pty Ltd - Mornington on Tanti Hotel

On 5 May 2015 the Commission handed down its decision to grant an application by Supreme Tanti Pty Ltd to vary the number of electronic gaming machines at the approved venue, the Mornington on Tanti Hotel, Mornington, from 23 to 40.

EGM increase - Keilor East RSL Sub-Branch Inc - Keilor East RSL

On 29 April 2015 the Commission made a decision to grant an application by Keilor East RSL Sub-Branch Inc to amend its venue operator's licence to vary the number of gaming machines at the approved premises, the Keilor East RSL, 12-22 Hoffmans Road, Easendon, from 25 to 39 gaming machines.

EGM increase - Box Hill RSL Sub-Branch Inc - Box Hill RSL

On 27 April 2015, the Commission determined to grant the application by Box Hill RSL Sub-Branch Inc for amendment of its venue operator's licence to vary the number of gaming machines permitted at the approved venue, the Box Hill RSL, Box Hill, from 95 to 103 electronic gaming machines.

EGM increase - Kilsyth and Mountain District Basketball Association - Club Ringwood

On 24 April 2015 the Commission made a decision to grant the application by Kilsyth & Mountain District Basketball Association for amendment of its venue operator's licence to vary the number of gaming machines at the approved premises, Club Ringwood, 523-531 Maroondah Highway, Ringwood, from 75 to 82 gaming machines.

EGM increase - Spazor Pty Ltd - Royal Hotel

On 16 April 2015, the Commission approved an application from Spazor Pty Ltd to amend the venue operator licence to vary the number of gaming machines permitted at the approved venue, the Royal Hotel, from 18 to 25.

Appeal - Geelong Amateur Arts Fund

On 16 April 2015, the Commission determined to grant the appeal and declare the Geelong Amateur Arts Fund a community or charitable organisation subject a number of orders outlined in the decision at paragraph 63.

EGM increase - Croydon Hotel Pty Ltd - Croydon Hotel

On 12 February 2015, the Commission handed down its decision regarding an application to vary the number of electronic gaming machines from 95 to 105 at the the Croydon Hotel in Croydon.

EGM increase - Robinvale Golf Club Inc - Robinvale Golf Club

On 9 February 2015, the Commission handed down its decision regarding an application to vary the number of electronic gaming machines from 50 to 70 at the Robinvale Golf Club in Robinvale.

On 29 March 2017, the Commission subsequently granted an application by Robinvale Golf Club Inc to amend the conditions that are outlined in the above decision. In particular, the Commission granted an extension to 1 July 2022 for a minimum of eighteen cabin rooms to be operational at the Robinvale Golf Club. The Commission further imposed additional conditions requiring Robinvale Golf Club Inc to make annual community contributions and to comply with the skills training partnership agreement with the Robinvale College.

EGM increase - Molwin Pty Ltd - Dromana Hotel

On 29 January 2015 the Commission handed down its Reasons for Decision in an application by Molwin Pty Ltd for amendment of its venue operator's licence to vary the number of gaming machines permitted at the approved venue, the Dromana Hotel, from 41 to 50 electronic gaming machines.

The Commission has refused the application.

UPDATE: On 23 December 2015, the Victorian Civil and Administrative Tribunal (VCAT) set aside the decision of the Commission and directed the Commission to amend the applicant's venue operator's licence to vary the number of gaming machines at the Dromana Hotel from 41 to 50, subject to the conditions in the Appendix of the decision.

2016

EGM increase - Doxa Social Club Inc

On 30 December 2016, the Commission made a decision in relation to an application by Doxa Social Club Inc for amendment to its venue operator's licence to increase the number of electronic gaming machines at The Meeting Place on Elizabeth Street, Melbourne from 56 to 76 electronic gaming machines.

The Commission granted the application subject to the conditions set out at paragraph 92 of the reasons.

EGM increase - Watsonia RSL Sub-Branch Inc

On 21 December 2016, the Commission made a decision in relation to an application by Watsonia RSL Sub-Branch Inc for amendment of its venue operator's licence to vary the number of electronic gaming machines (EGMs) at the approved premises, the Watsonia RSL, located at  6 Morwell Road, Watsonia, from 83 to 103 EGMs.

The Commission has determined to grant the application, subject to the conditions outlined at Paragraph 91 of the reasons for decision.

New premises - Australian Leisure and Hospitality Group Pty Ltd

On 8 December 2016, the Commission made a decision in relation to an application by Australian Leisure and Hospitality Group Pty Ltd for approval of the premises known as the Commercial Hotel, located at 820 Plenty Road, South Morang, as suitable for gaming with 40 Electronic Gaming Machines.

The Commission has determined to refuse the application.

The reasons for the decision were released on 12 December 2016.

EGM increase - Melbourne Football Club

On 6 December 2016, the Commission made a decision in relation to an application by the Melbourne Football Club for amendment of its venue operator's licence to vary the number of electronic gaming machines permitted in the approved premises, the Bentleigh Club, located at 33 Yawla Street Bentleigh, from 80 to 88.

The Commission has determined to grant the application, subject to the conditions outlined at paragraph 87 of the attached reasons for decision.

EGM increase - Warragul Sporting and Social Club Inc.

On 21 November 2016, the Commission made a decision in relation to an application by the Warragul Sporting & Social Club Inc. for amendment of its venue operator's licence to vary the number of electronic gaming machines permitted in the approved premises, Warragul Sporting & Social Club, located at 55 Victoria Street, Warragul, from 80 to 100.

The Commission has determined to grant the application, subject to the condition outlined at paragraph 85 of the attached reasons for decision.

EGM increase - Collingwood Football Club Inc

On 28 June 2018, the Commission subsequently granted an application by Collingwood Football Club Inc to amend the conditions that are outlined in the above decision. In particular, the Commission granted an extension to 30 November 2018 for the substantial completion of Works at the Coach and Horses Hotel.

On 9 November 2016, the Commission made a decision  in relation to an application by the Collingwood Football Club Inc for amendment of its venue operator's licence to vary the number of electronic gaming machines at the approved premises, the Coach and Horses Hotel, (located at  33-37 Maroondah Highway, Ringwood) from 80 to 90 machines.

The Commission has determined to grant the application, subject to the conditions outlined at Paragraph 146 of the decision and reasons for decision.

On 28 June 2018, the Commission granted an application by Collingwood Football Club Inc to extend the time for substantial completion of the Works to be carried out at the Coach and Horses Hotel as outlined in the original decision to 30 November 2018.

EGM increase - Bendigo District RSL Sub-Branch Inc

On 25 October 2016, the Commission made a decision in relation to an application by Bendigo District RSL Sub-Branch Inc for amendment to its venue operator's licence to increase the number of electronic gaming machines at the Bendigo District RSL Sub-Branch on Havilah Road, Bendigo from 81 to 93 electronic gaming machines.

On 29 January 2018, the Commission subsequently granted an application by Bendigo District RSL Sub-Branch Inc to amend the conditions that are outlined in the above decision. In particular, the Commission granted an extension to 31 October 2018 for the substantial completion of Works at the Bendigo District RSL Sub-Branch.

EGM increase - Third Bekkah Pty Ltd - Cobram Hotel

On 28 April 2016 the Commission made a decision to grant an application by Third Bekkah Pty Ltd to amend its venue operator's licence to vary the number of electronic gaming machines at the approved premises known as the Cobram Hotel, located at 4 Terminus Street, Cobram, from 38 to 50 electronic gaming machines.

EGM increase - Myrtleford Savoy Sporting Club Inc - Myrtleford Savoy Sporting Club

On 13 April 2016 the Commission made a decision to grant an application by Myrtleford Savoy Sporting Club Inc to amend its venue operator's licence to vary the number of electronic gaming machines at the approved premises known as the Myrtleford Savoy Sporting Club, located at 252-254 Great Alpine Road, Myrtleford, from 26 to 40 electronic gaming machines.

EGM increase - Beretta's Langwarrin Pty Ltd - Langwarrin Hotel

On 24 March 2016 the Commission handed downs its decision concerning an application by Beretta's Langwarrin Pty Ltd to amend its venue operator's licence to vary the number of electronic gaming machines from 52 to 62 at the approved venue the Langwarrin Hotel, 220 Cranbourne-Frankston Road, Langwarrin.

The Commission has determined to approve the application, subject to the conditions set out at paragraph 80 of the Reasons.

On 25 September 2017, the Commission subsequently granted an application by Berreta's Langwarrin Pty Ltd to amend the conditions that are outlined in the above decision. In particular, the Commission granted an extension to 29 November 2017 for the completion of works at the Langwarrin Hotel.

New premises - APD Group Pty Ltd - Valley Inn Hotel

On 23 March 2016, the Commission handed down its decision in relation to an application by APD Group Pty Ltd for approval of the premises known as the Valley Inn Hotel, located at 120 Fyans Street, South Geelong, as suitable for gaming with 29 EGMs.

The Commission has determined to grant the application, subject to the conditions outlined at paragraphs 105 and 106 of the Reasons for Decision.

EGM increase - Sale and District Greyhound Racing Club Inc

On 16 February 2016 the Commission made a decision to grant an application by Sale and District Greyhound Racing Club Inc to amend its venue operator's licence to vary the number of electronic gaming machines at the approved premises from 70 to 80 electronic gaming machines.

2017

EGM increase - Kilmore Racing Club Inc (the Bendigo Club)

On 21 December 2017, the Commission made a decision in relation to an application by Kilmore Racing Club Inc for amendment of its venue operator's licence to increase the number of electronic gaming machines permitted in the approved premises, the Bendigo Club, located at 22 Park Street Bendigo, from forty-four (44) to sixty (60). The Commission determined to grant the application subject to the conditions as outlined at paragraph 121 of the decision. 

On 3 April 2019, the Commission granted an application by Kilmore Racing Club Inc to amend the conditions that are outlined in the above decision. In particular, the Commission granted a variation to the Works as defined in condition 2(b) to effectively remove the requirement for the Kilmore Racing Club Inc to construct a new portable building and toilets adjacent to the bowling green at the Bendigo Club, in favour of alternate works to demolish the existing toilets and construct new boardroom function space, new male, female and disabled toilets and a new office space within the Bendigo Club. 

On 25 September 2019, the Commission granted an application by Kilmore Racing Club Inc to extend the time for substantial completion of the Works to be carried out at the Bendigo Club as outlined in the original decision to 27 November 2019. 

On 26 November 2019 and 5 December 2019, the Commission granted further extensions of time to the Kilmore Racing Club Inc for substantial completion of the Works in response to unforeseen building delays discovered in October 2019. The Commission granted an extension to 20 December 2019 for the substantial completion of the Works at the Bendigo Club.

EGM increase - Pakenham Racing Club Inc

On 4 December 2017, the Commission made a decision in relation to an application by Pakenham Racing Club Inc for amendment of its venue operator's licence to vary the number of electronic gaming machines permitted in the approved premises, Club Officer, located at 3 Niki Place, Officer, from sixty (60) to eighty (80).

The Commission refused the application for the reasons set out in its decision.

EGM increase - Portarlington Golf Club Inc

On 20 October 2017, the Commission made a decision in relation to an application by Portarlington Golf Club Inc for amendment of its venue operator's licence to vary the number of electronic gaming machines permitted in the approved premises, the Portarlington Golf Club, located at 130 Hood Road, Portarlington, from fifty-five (55) to sixty-five (65).

The Commission granted the application subject to the conditions set out at paragraph 152 of the reasons.

On 7 November 2019, the Commission granted an application by Portarlington Golf Club Inc., which sought to amend the conditions that are outlined in the above decision. In particular, the Commission granted a minor variation to the scope of the Works, which includes some additional works, as well as extending the time for the substantial completion of the Works to 31 July 2020.

EGM increase - Zagame's Berwick Springs Hotel Pty Ltd

On 2 October 2017, the Commission made a decision in relation to an application by Zagame's Berwick Springs Hotel Pty Ltd for amendment to its venue operator's licence to increase the number of electronic gaming machines at the Berwick Springs Hotel, 288-296 Clyde Road, Berwick from 95 to 105.

The Commission granted the application subject to the conditions set out at paragraph 135 of the reasons.

Premises Approval - Bendigo Stadium Ltd

On 18 August 2017, the Commission made a decision in relation to an application by Bendigo Stadium Ltd for approval of the premises known as the Wellington at Botanical Gardens, located at 555 Napier Street, White Hills, as suitable for gaming with 44 Electronic Gaming Machines.

The Commission has determined to refuse the application.

EGM increase - Noble Park Football Social Club

Having considered an application by Noble Park Football Social Club for amendment of its venue operator's licence to vary the number of EGMs permitted in the approved premises at Moodemere Street, Noble Park, from 50 to 70, the Commission has determined to refuse the application for the reasons set out in the attached Reasons for Decision.

On 12 July 2017, the Commission handed down its decision in relation to an application by Wangaratta RSL Sub-Branch Inc for approval of the premises known as the Sydney Hotel, located at 2-4 Templeton Street, Wangaratta, as suitable for gaming with 50 EGMs.

The Commission has determined to grant the application, subject to the conditions outlined at paragraphs 139 and 140 of the Reasons for Decision.

EGM increase - Highlands Hotel Craigieburn Pty Ltd

On 28 April 2017, the Commission made a decision in relation to an application by Highlands Hotel Craigieburn Pty Ltd for amendment to its venue operator's licence to increase the number of electronic gaming machines at the Highlands Hotel, located at Crn Grand Boulevard and Aitken Boulevard, Craigieburn, from 60 to 80 electronic gaming machines.

The Commission granted the application subject to the conditions set out at paragraph 141 of the reasons.
