Our technical standards help evaluate gaming equipment and systems for operation in Victoria. They are used by accredited testing facilities before recommending them for our approval.

The Victorian Central Monitoring and Control System Requirements is the standard for the monitoring system in accordance with section 10.1.5A (2)(a) of the Gambling Regulation Act 2003.
The Ticket-In Ticket-Out (TITO and Card Based Cashless (CBC) Gaming in Gaming Venues Technical Standards Version 1.0. is the technical standard for cashless gaming systems (or ticket in ticket out) in Victoria, pursuant to section 10.1.5B of the Gambling Regulation Act 2003.
Note: There is a typographical error in the above mentioned standards in section 10.3 and table 12.1. Note that the cut-off date for unclaimed winnings is 1 March each year, not 31 March each year. The 1 March cut-off date is consistent with section 3.6.13 of the Gambling Regulation Act.
In addition to the Commission's standards for electronic gaming machine types and games, the Technical Requirement Document (TRD) provide information about the requirements for gaming equipment, including systems used in the conduct of gaming at the Melbourne Casino.
The TRD will, in addition to legislative requirements and other relevant documents, form the basis of testing and assessment of gaming equipment, including systems for approval, pursuant to section 62(2) of the Casino Control Act 1991.
The Victorian Pre-commitment System Requirements are made in accordance with section 10.1.5A (2)(a) of the Gambling Regulation Act 2003.
The Player Account Equipment technical standard sets out the requirements for player account equipment from 1 December 2015.
Our Electronic Gaming Machine (EGM) Live Trial Framework (LTF) supports the trialed introduction of new and innovative electronic gaming machine types and games to ensure they do not contribute to player harm.
The framework provides a defined and structured approach to testing innovations in a live environment. This enable us to gather intelligence to determine whether electronic gaming machine types or games are suitable for approval in Victoria.

Under section 10.1.5A of the Gambling Regulation Act 2003, the Victorian Lottery System Requirements is used to assess and test proposed changes to the lottery system.
From 2 June 2022, any variations to the Keno system must have regard to the Keno Technical Standard Version 3.3 including online functionality, when being tested by an accredited testing facility and submitted for approval.
The Wagering and Betting Technical Standard is used to assess and test wagering and betting technical equipment and systems submitted for approval under section 4.2.3 of the Gambling Regulation Act 2003. This standard came into effect on 16 August 2024.
