Gambling

An organisation that is approved by the VGCCC as the controlling body for a sports betting event is known as a sports controlling body. 

Approval as a sports controlling body (SCB) enables an organisation to have oversight of the betting on the sport it controls and regulates. An approved sports controlling body may enter agreements with sports betting providers to allow sports betting providers to offer betting services on the sport it controls. This allows the sharing of information to protect and support the integrity in sports and sports betting and also enables a SCB to receive a financial return from the betting provider(s). This return is intended to support the provision of integrity processes in the sport, which in turn promotes confidence in the sport and associated betting activities.

Application process

To be approved, the sports body must provide evidence to support that they:

  • have control of the event, or organise or administer the event
  • have adequate policies, rules, codes of conduct or other mechanisms designed to ensure the integrity of the event
  • support compliance with relevant international codes and conventions applicable to the event that relate to integrity in sport
  • have the expertise, resources and authority necessary to administer, monitor and enforce the integrity systems
  • have clear policies on the provision of information that may be relevant to the betting market
  • have clear processes for reporting the results of the event and hearing appeals and protests regarding those results
  • have clear policies on the sharing of information with sports betting providers for the purpose of investigating suspicious betting activity
  • are the most appropriate body to be approved as the sports controlling body for the event.

Regulation of sports controlling bodies

Our regulation of SCBs includes: 

  • ongoing monitoring of the SCBs adherence to its obligations as detailed in Part 5 of the Gambling Regulations Act 2003 (the Act)
  • regular reviews of the SCB to ensure its ongoing suitability
  • investigations of incidents and breaches, where deemed necessary, that may impact the integrity of betting on the sports and the suitability of the SCBs. 

The obligations of a SCB and our role in overseeing these are set out in the Act. The legislative framework emphasises the integrity of betting on sporting events. It requires SCBs to have and maintain sports betting integrity processes and policies.

 

 

Reporting requirements

Approved SCBs are required within a specified time to report:

  • arrangements with betting providers
  • changes to integrity policies, rules, and codes of conduct
  • changes to integrity expertise or resources
  • suspected or actual breach of policies, rules or codes of conduct
  • action taken to investigate a suspected or actual breach
  • the results of an investigation, and any action taken.

Approved 18 March 2008, Australian Football League (AFL) is the sports controlling body for:

  • any Australian football event controlled, organised or administered by the AFL.
BA Limited (trading as Basketball Australia)

Approved 02 January 2013, Basketball Australia is the sports controlling body for:

  • any basketball event controlled, organised or administered by Basketball Australia.
Baseball Australia

Approved 15 February 2024, Baseball Australia is the sports controlling body for:

  • Any Baseball event controlled, organised or administered by Baseball Australia.
Bowls Australia

Approved 9 April 2015, Bowls Australia is the sports controlling body for: 

  • any bowls event controlled, organised or administered by Bowls Australia.
Confederation of Australian Motor Sports (trading as Motorsport Australia)

Approved on 23 July 2018 the Confederation of Australian Motor Sports (trading as Motorsport Australia)  is the sports controlling body for:

  • any motor sport event controlled, organised or administered by Confederation of Australian Motor Sports (trading as Motorsport Australia).

Approved 22 April 2008, Cricket Australia is the sports controlling body for:

Football Australia Limited (formerly known as Football Federation Australia)

Approved 30 July 2012, Football Australia Limited  is the sports controlling body for:

  • any soccer event controlled, organised or administered by Football Australia Limited.
Hockey Australia

Approved 24 December 2019, Hockey Australia​ is the sports controlling body for: 

  • any hockey event controlled, organised or administered by Hockey Australia.
Motorcycling Australia

Approved on 15 September 2021, Motorcycling Australia Limited is the Sports controlling Body for: 

  • any motorcycling event controlled, organised or administered by Motorcycling Australia Limited.
National Rugby League (NRL)

Approved 6 May 2008, the National Rugby League is the sports controlling body for: 

  • any rugby league event controlled, organised or administered by the NRL.
Netball Australia

Approved 8 August 2012, Netball Australia is the sports controlling body for:

  • any netball event controlled, organised or administered by Netball Australia.
Professional Golfers Association of Australia (PGA of Australia)

Approved 15 July 2008, Professional Golfers Association of Australia is the sports controlling body for:

  • any golf event controlled, organised or administered by the PGA of Australia.
Rugby Australia

Approved 16 February 2010, Rugby Australia is the sports controlling body for:

  • any rugby union event controlled, organised or administered by Rugby Australia.
Tennis Australia

Approved 19 August 2008, Tennis Australia  is the sports controlling body for
