In July 2015, the Sporting Legends Club, located in Sale within the Wellington Shire, applied to the Victorian Gambling and Casino Control Commission to vary the number of gaming machines permitted at the club from 74 to 80.
On 23 December 2015, the Commission refused the application on the basis that it could not be satisfied that there would be no net social and economic detriment to the Wellington Shire community.
The club subsequently applied to the Victorian Civil and Administrative Tribunal for review of the Commission's decision. Over three days in July a review hearing was held and on 22 August 2016 the tribunal affirmed the Commission's decision to refuse the application to increase the number of gaming machines at the club. It concluded that the proposed six additional gaming machines would cause at least a small negative impact on the wellness of the Wellington Shire community.
