Gaming machine regional caps and limits

On 20 September 2017, Minister for Consumer Affairs, Gaming and Liquor Regulation announced a number of changes to regional caps and municipal limits on gaming machine entitlements.

These changes came into effective 3 November 2017 and include:

six new regions have been created, four are fully capped (Central Goldfields, East Gippsland, Wellington and Maroondah) and two are partially capped (Frankston and Wyndham)
the existing partially capped regions of Brimbank and Hume have been extended to fully cap the local government area
the existing partially capped regions of Banyule and Casey have been extended to include more areas vulnerable to harm from problem gambling
the removal of the Shire of Yarra as a partially capped region and its designation as a municipal district
new maximum permissible number of gaming machine entitlements in most municipal districts.

This means there are 25 capped regions in Victoria. Any area not covered by a regional cap is subject to a municipal limit.

What is a capped region?

Each capped region has been provided a maximum permissible number of entitlements. This does not mean that gaming machines can be automatically added to a region.

The below table shows the maximum permissible number of entitlements available in each capped region as at 3 November 2017.

Note the maps for Banyule, Casey, Frankston, Melbourne, Monash, Moreland, Whittlesea and Wyndham are maps of the locality boundary and do not reflect the partially capped area.

What about gaming in municipal districts?

The Ministerial Order dated 20 September 2017 also contains a determination as to the maximum permissible number of gaming machine entitlements under which gaming may be conducted for each municipal district in Victoria, as set out in the following table.

*Note that the maximum permissible number of gaming machine entitlements only applies to the part of the municipal district not covered by a regional cap, as set out in the table above.

The precincts of Melbourne central business district, Docklands and Southbank in the municipal district of the Melbourne City as defined by the map of those precincts in the Ministerial Order is excluded from the operation of the Ministerial Order dated 17 September 2017.
