VGCCC inspectors are closely monitoring compliance with new electronic betting terminals (EBTs) requirements. EBTs are self-service terminals in pubs, clubs and TAB agencies that people can use to place bets without interacting with staff.
In January 2024, the VGCCC directed Tabcorp to make changes to the positioning of its EBTs. The direction requires any EBT that accepts cash to be within 5 metres from a cashier. The EBT must also be visible to a counter service area.
Otherwise, the EBT must only accept bets using a voucher. Customers must purchase a voucher from the cashier and the cashier should check the customer’s ID if they believe they are under 25 years old to ensure minors are not betting.
The VGCCC direction to Tabcorp follows multiple incidents where a minor used EBTs to gamble.
We also directed Tabcorp to commence an independent ‘mystery shopper’ program to ensure their agents are checking IDs for people who look under 25. Venues that don’t comply will be warned and subject to increased monitoring for the first breach. Additional breaches will lead to stronger consequences including being required to convert all cash based EBTs to voucher mode and possible termination of agent agreements.
